I had the same problem when I was 17, doctor proposed me surgery or some long and annoying treatment that consisted in pouring my penis in some liquid solution each day for a couple of months or more. I went for surgery, it will be quite annoying for at least a month but it's worth it.

Had the same problem, OP. Doctors scheduled me for circumcision and I was like lolnope.jpg. Just jerk off lots with lubrication it'll help soften your foreskin and will be much easier to retract over the head. Just keep trying every day to pull it back over the head, and just push it a little further every time. Lube is very important however, if you rip your foreskin trying to stretch it out dry it's gonna fucking kill as well as the fact that the scar tissue will make it even more difficult to stretch. Patience is key OP, I cant even tell this used to be an issue for my dick anymore, you'll get there.
