There is no single overarching "college culture". I don't mean to deny that there's somethung you hate, but it all but certainly applies to only one group out of many. All you have to do is avoid falling in with that group, and you're golden.

Nah I disagree. I hated the "party scene" and just focused on my classes and my relationship during college. I'm extremely thankful I did that, as I've seen way too many people hurt by their pleasure-seeking.

You might get to the end thinking you should have been enjoying the culture, only to find you should have been scholarly or career focused.
You can always transfer to a university in another country.

Get out of your comfort zone and stay out of it. If you are into video games or anime or whatever it is that kept you from a social life before, allocate only a small part of your day to those things. Allocate time for classes, studying, clubs, and parties and in that order. Vidya is ok as long as you are playing with a group of people in a social setting. Don't play by yourself for longer than an hour a day.

If you are talking to girls you have never talked to before and you feel uncomfortable and stressed a bit then embrace it.
