So apparently taking pictures in public is illegal? Some woman got furious with me about taking one of my art shoots i do throughout the day. She threatened to call the cops. What do? I don't like dealing with the cops, what if she lied or something and I get arrested?

It varies from place to place and circumstance to circumstance.
In my town, state and country, I can photograph people in a public park as long as the subject of the photograph isn't chosen in order to harass and the use of the photographs isn't commercial.
Normally I would say let the cops come. But your pic is crotch-level, fairly close up, and only of young girls. So yeah, it's pretty creepy.
