The only thing you should ever respond to is if she said she will date you , and permanently (meaning she won't pull the single shit anymore )

She's using you for attention that's it. She wants you to all herself while looking for something better. She views you as property that's why she's all over you when in public so to make it known you are her guy to other girls, and dangling the prospect of a relationship on the future.

She will not change her mind on the status of the relationship. So you can either let her continue to toy with you or tell her to fuck off and mean it. If you tell her whatever is happening between you two is over she will pull the same things as before saying she misses you or loves you to get the attention back. Don't give in, and move on to find someone that actually cares about you. Even if she starts saying that she now wants to be in a relationship after telling her to step off I'd take that with a grain of salt.
