As a general rule, guys who are physically fit can get away with dressing pretty sloppy. If you have a slim build you need to make up for it with a bit of fashion sense.
Coming from myself, a very slim guy who spent entire late teens balls deep in scene girls because I was willing to spend 20 minutes dressing myself.

if the acne is a constant issue and that pic is you on a 'good' day, then take accutane. im two months into it and it works amazing i can actually touch my face and eat fries now and stuff. if thats about as bad as it gets, go to your doc and get a prescription for tretinoin and erythromicin
both are creams for the face. tretinoin in the morning, erythromicin at night.
not sure exactly what to do with your hair, but while you are working on the rest of your transformation, experiment with different styles.
as for clothes, try to do something specific. we make fun of emos, and hipsters, and guys who wear suits everywhere, but most of those guys get girlfriends. why? cuz girls will fetishize that style. it makes you way less generic and less like every guy. you wont be rolling in the pussy but it will make you noticable. whether its another hipster girl, or just a girl who likes the lumberjack thing, they will love it. not saying hipster since you are lean, but choose something.
i tend to dress in a suit cuz its what i wear to work so i just carry that with me in the outside world as well. some people give me shit. but im not single.

once you know what it looks liek and how to style it with the gel and such, you can go to a regular barber for the cut.

i can not vouch for the severity of your acne. if you want to try just some shower stuff i recommend salicylic acid wash. iots a generic orange or pink wash you can get at almost any store, just look for acne wash that says 'salicylic acid'. its very strong, dries out your face.
ALWAYS APPLY MOISTURIZER afterward, or you will flake out. the big issue here seems to be that you dont want to take strides to look better. you gotta let go of the idea that you can do minimal shit if you wanna be more attractive.
tertinoin is faster than face wash, you just squeeze a tiny bit on your finger and rub it in. erthromicin is the same. i generally recommend acne face wash on top of that.
if your acne doesnt stop after 2 years go on accutane though.
as for more casual, when you are in a situation where you really dont need to be wearing a button up shirt, a more casual gathering, go for something like this. it would go REALLY well with your dark hair and bright eyes. just a little less loose and all.

Anyway, just thought it was worth saying that. As far as brands, I live in Australia, so I shop a fair bit in places you probably don't have. But recently I have bought a lot of stuff from asos.com and just had it shipped. From my perspective I am going for budget, not just quality but that is just me.
If that isn't an option maybe you can take a look to get an idea of the sort of thing you are looking for anyway. I buy a lot of Jack and Jones stuff for casual stuff (keeping in mind it is very warm where I live all year round). For more formal stuff (going out to dinner etc.) I scout a few different brands for nice pants and button up shirts. Wincer and Plant would be one. Best thing to remember with button up shirts is that the cut (how it fits your body) is by far the most important thing. Some of my favorite shirts ever were plain white or black just because of the cut.
