You convince them that it's absolutely necessary: both in the sense that it has to be done, and that they have to be the one to do it. Literally every war in history has worked this way; persuasion methods have differed, but not the concept of the necessity argument.

Then you have not convinced them yet, try to convince them its good for them too if not necessary.
Mask the fact that you're convincing them at all. The best persuasion is when the person thinks they came up with the idea all on their own
