It'll cost $300 to ship the thing to the far away winner, and like $30 to ship the thing to the closer guy. What do I do?

Ask someone who wouldn't be liable for giving you bad legal advice or encouraging you to commit fraud. That's what any of us would be doing by answering. Hire an actual lawyer.
