I'm 23. So i'm talking to this older woman i meet at school, i find attractive, she brought up the topic of sex and getting a hotel room. Three times recently she's mentioned that, she hasn't had sex in a while and that she might scare me off if we do it and asked if i can handle it.
I guess i can understand why she would believe that, in class i'm often quiet and people always say i'm nice, other friends in class swear i'm a virgin even though i'm not. I just feel it's a time and place for everything, i like to be mysterious lol. She does let me touch her breast and butt....How can i respond to what she said about scaring me off, how can i convince her, what should i say, what should i do?

OP if there's a time and place for everything then in those instances she let's you touch or grope her try to escalate it.
That is if you want sex. You call yourself mysterious but are willing to give up secrets for sexy time. Don't give her too much, let her figure it out. Someone who you don't know about attract you. (Its actually a completion mechanism in the brain)

I remember when there was this order woman who had yellow fever worked with me. I didn't quite catch it until a bit after the project finished but she asked me out to dinner all the time and etc. She was a bit on the plain side, but she was tall and busty with a big plump ass.
