It's possible that declining a friend request makes you unable to resend one, or maybe at least for a certain time period.

What if it was someone I didn't send a request to? This one guy...we had each other blocked for a while and then unblocked each other. I can see his page but there isn't an option to message or friend him. I did not friend request him. We have mutual friends.
