That's razor burn. Shave with the grain, not against it. Also do not shave often. You're not going to achieve lasting smoothness and hairlessness with anything but waxing. You're shaving too frequently. Want zero hair? Wax. Otherwise keep your shaving routine down to once a week at most.
My guess would be from shaving. You must have fairly sensitive skin. If you shave without any kind of shaving cream, I suggest you start using some. Maybe use something afterward to soothe the skin. Witch hazel might help. Look up proper shaving techniques.

Given the choice, I'll take totally shaved every time. Touching and feeling the skin down there when it's bare feels so damn good, it smells better without hair, and it's easier to clean up.

Blunt shaver, overshaving the area, and not exfoliating causes it.

I disagree. Pubic hair is rough, scraggly, and ugly as sin. The only way I can tolerate it is trimmed short and in a small patch (landing strips are good). Even so, when it's trimmed, it's more unpleasant to touch, and can leave your partner's skin irritated if there's a lot of friction. Hair on the labia majora is terrible. Looks like a thin pedostache over puffy lips.

I hate that people online always go straight to that when talking about girls shaving.
If anything, us guys who prefer it have probably been conditioned to like it by the fact that we grew up fapping to porn where the vast majority of girls are either fully shaved or have very minimal pubic hair.
That said, I've had sex with the same girl in various states of shaved and hairy, and there's a definite difference in feel, both when touching it and during sex, and shaved wins out there.
(I also have a less general reason for preferring shaved girls, I have a pretty strong fetish for super-tiny panties and bikinis, and those don't look right at all on a girl unless she's totally bare.)
