Depends on context. If you're cuddling alone in bed with another person, you're pretty much destroying the trust in your relationship. How could your partner ever FULLY believe that nothing happened except for cuddling?
Being in a committed, monogamous, adult relationship means that you actively avoid those grey-area situations. You don't spend much time socializing alone with members of the opposite sex, even if it really is just an innocent friendship. You certainly don't get physically close or intimate.
