In the UK (which is me) as far as I know there's a different premise and attitude towards how you go about it than in the US.
I know the girl, I'm ready for a relationship, I just have no idea how 20 year olds ask each other out.

Same thing happened to me after a 4 year relationship. Realized bitches don't want a relationship at 20+, all they want to do is fuck but I can't even manage that. I wonder what the fuck I'm doing so wrong that I'm too blind to see.

I do a fair amount of fun things in my free time. I still enjoy a bit of R&R but I do my best to avoid living in front of a screen. Since I have fun things going on, I have worthwhile invitations to give to people without too much worry about them screwing anything up. So I take a chance on attractive women, find out if we get along and ask them to spend some of their free time with me if they're interested. By being out so often I also get lots of opportunity to encounter those aforementioned women in the first place.
As you said there may indeed be a disparity between us as I am in the US, but I'd like to think I'd do alright if trying this approach elsewhere. Most people tend to like having fun.
