Exactly this. You're going to hurt his feelings a little bit no matter what you do, but it's OK. He needs to hear it and move on. You CANNOT avoid hurting his feelings, only control -how much- you hurt him.
And he might not even take it all that bad, he might just be going out on a limb to see if there's anything there. He would never know if he didn't try, right? So let him ask, try not to make it akward, and just tell him straight up that you do not like him that way. Maybe add a 'I'm sorry if that hurts you, BUT' at the end.
