Swastika was a touchy subject fifty years ago, now it's just like any other tattoo motif, like skulls or chinese signs. So no, you won't get in any trouble and if you encounter someone who has a problem you can explain that it's just a symbol of something else that resembles a swastika. You can have it on virtually any part of the body but tats on face are still frowned upon so I guess neck would be okay, same with arms, forearms or hands
