I have no idea actually. Never ran into this situation. But you could always call your non-emergency police station number and they could probably help you out. I would have to do a little research to see who would be the correct person to notify.

There are things which are unforgivable in this world and people who have sex with children is one of them. He has images of innocent children who have no concept of what is happening to them on his computer and you have thought about talking to him about it? Are you going to make him a cup of tea and ask him what's troubling him? I'm sorry but there is no curing these people. You should definitely stick him into the authorities. Better yet, take his computer so he can't get rid of the evidence. It's disappointing that it's your friend but you can't let that get in the way of good morals. It's not right.
