I'm told that I'm "cute" pretty often. Middle aged women sometimes call me "hot", which is kind of weird.
Sometimes awkward, unkempt qt's hit on me but it's mostly fat uggos.
I can gather that I'm not ideal but I'm at least somewhat attractive to a portion of the population.

Same boat as you OP. I've found a very effective way is by talking to those who are in the same major as you. I've gone out various weekends and seen girls that are in the same major as me or same class. Approach them and talk to them. Say something like hey your in x class with me or did you do y homework. Anything like that. That is your in right there my friend.

Do you have any interests or hobbies? Simply participate in them and meet the girls that are also into those hobbies. Something really good is an activity with a natural reason to meet up again.
If you're part of a creative writing group or newspaper you can be like "hey we should meet up and work on our stuff together", or if you are part of some music society you can meet them up to see a band.

In which case there are plenty of groups and societies that have no real hobby around them, they are just things like "politics society" and people just use them as an excuse to have parties with like minded people.
If you're worried about speaking to girls at these things then just try to think of them like men, how would befriend them then? If they have similar hobbies you might gel and things will seem easy anyway.
If you just don't want to socialize then you're basically fucked unless you do teamwork heavy classes or get a job somewhere that will hire a lot of smart young women like a bookstore.

Honestly pretty much all the women I've met have been friends of male friends or friends of friends/girlfriends of male friends.
I'm female, but I've had guys approach me directly at college.
One came up and said he had seen me around and gave me his number on a slip of paper then walked off.
Another sat down next to me on the grass I was lying down on and started asking about the music I was listening to (I had my earpones in).
One came up and said he had seen me in the cafe and that I was pretty, did I have a boyfriend.
I actually got more of random people coming up to me on my breaks rather than people from my classes hitting me up, desu. If they were my classmate they found me on facebook somehow because they knew my name and started talking to me that way, which is fine.
