You're maybe a 5/10, but there's potential if you work on your look some.
That haircut is doing nothing good for you, you already have large facial features, letting your bangs fall over just makes your overall facial area look freakish. Keep your hair back away from your forehead and get some length/volume in it so your face looks more in proportion to your head.
After that, wear adult clothes and not whatever combination of your parents' company meeting t shirt from last year and a towel this ensemble is.
Finally, invest in some good face wash so you won't be so shiny and greasy.
