My mum is a crazy bitch and my younger sister lives with me instead of at home.
She's 14 and recently has started having sex. In my opinion that's too young, but the real problem is that I've noticed three different boys in as many months. She's incredibly vocal during it, and brags about it afterwards.

You can and should lay down some rules for her to follow. Try not to be too strict - it will just chase her away - but it is reasonable, for example, to say that you have to meet every boy she goes out with, tell you where she's going, have a curfew, etc.
And if you want to say No boys in your bed, that's also legitimate. Two things might happen, and you really can't guess which. Either she's just go and get laid elsewhere, or she'll secretly thank you for giving her an excuse to say No to boys she doesn't know how to say No to.

If this is true then there's not much you can really do is there? If it's stressing you out, better to call child services and have them try to deal with her. You're not a psychologist.
If you want to keep trying... There's nothing inherently bad with having sex, but you can voice your concerns. Talk with her about the dangers of pregnancy and STDs, or have her read about it - at least if she's educated she'll have an idea of the risks she's facing. These are the reasons we restrict people from having sex until they're of age - so they can make informed decisions about the consequences of having sex.
At the end of the day you're concerned for her health and long-term happiness right? Just trying to communicate that to her might do some good if you decide to confront her about her promiscuity.
