Set up emergency auctions for art. Furry auction sites, Deviantart, all of those communities. Raise the funds in the next few days. At the very least, make enough to meet your dad's contribution to the debt. The $1,100 comes first, and keeps your loans secure.
Also, start selling off things. Pawn them if you have to. Sadly, that means your computer, if it comes to it. The most important thing is making sure your education remains funded. $1100 isn't all THAT much. You guys can scrape that up if you just sell shit off.

we just sold his car to pay off debts, and it only put a debt in what he owed. My dad fell into the trap of going through multiple payday loans while I was at school, I had no idea what was happening.

I would take time away from school, get a full time job, and stash away every last cent that I can. It's the loan/school fund. You might have to do that for a few years. But whatever. That's how life goes for folks who don't have parents who can pay for college. You can always go back to school. And it should always be your goal. Working full time, selling art online/commissioning yourself out will help supplement your income.
I finished my degree at 29. It sucked to have to take so long, but I did it. I'm no worse for wear. Still got a job in my field and still doing what I always wanted to do.

I've brought up the idea of throwing her out, but he would never. Ever since Mom died, he blames himself for everything with the family, and basically became a doormat. She walks all over him because she can get away with it constantly.

If he fails to pay what is owed then he wont be able to receive a tax return. Your sis is working and if the loan's in her name as well then she may not receive one either. Theyll have to do a payment plan or your dad will have to file a tax form stating he's handicapped (or something, I forgot the word used) so he can receive his returns.
