Most of that animation is done by morph distortions of a few layers. Some of the motion, like the male's abdomen is unrealistic and simply there to make the animation more dynamic.
Most models in SFM don't allow you to expand the chest, so you have to move the spine to give the impression of breathing. The natural rate of breathing is much slower than the average loop, so breathing in a loop usually means giving it the same period as the loop, so the spinal motion for breathing is barely noticeable in the general motion unless it is exaggerated. When you animate breathing in SFM you walk a fine line between it being noticeable and it being overly exaggerated. I would say that your example animation is an example of the latter.

You've never used SFM, have you? In-SFM head-hacks shrink away the body of one model and the head of another, meaning you have to hide the mess at the neck when these monstrosities are animated together. Using multiple bodies gives problems at the join lines, so even a static separate chest would look ridiculous. Expanding and contracting in SFM scales the whole model bone and the mesh associated with it, so a chest would grow bigger in all directions. SFM isn't Maya.

Sorry, but SFM doesn't read FBX, (SFM2 does, and I tried, and it's still a pain and not worth my time) and Blender's support for it is fucked too. Even .DAE is fucked. SFM uses .DMX and .SMD files, which I could convert files over
I don't quite have the time to bother to learn Blender right now when I'm already proficient in Maya, learning Modo would be more beneficial to my time because unfortunately for Blender, there's barely any places hiring for it. Actually SFM ideally takes MDL, DMX being the in between format, though valve is shifting a lot of stuff into it these days.
DMX tends to have everything baked into it and is a binary format. Stuff like morphtargets are in there from the getgo.
SMD is then an ascii relatively simple and barebones format which generally just includes a skeleton (with or without animation), a tri list, a UVW list and weight information.
But since it's such a simple barebones format a lot of stuff are apart from it - morph targets are stored in a seperate ascii format (vta) and there's also a fairly important compilemap (QC)

Still there's a reason why SFM is significantly used in simple animation over stuff like max or maya. (hell even actual animations are made outside of those two most of the time)
SFM itself is a very robust set of tools that make simple animation very easy to get into. ANd let's be honest here - you really don't need any python knowledge to get an IK right working.

I have gotten models to SFM so let me give you the rundown on what SFM needs and why someone might judge it as not worth their time. So I'm gonna give you a dumb run down since it seems you're having trouble comprehending what the other guy is saying.
Exporting to SFM isn't just "i click export", even in blender, you would know this if you actually have touched 3D software. Both Maya and Blender require a plugin to even export in the format, and even after you do, you have to write a QC file and a bunch of other lines of code to get stuff like Inverse Kinematics, blendshapes (also known as Morph Targets to some) jigglebones, and shaders to list a few.
I don't know what's so embarrassing about only knowing Maya, if you are comfortable with the software you are using, then stick with it. Maya is industry standard and is being used than even 3DS Max now. Unfortunately for Max, it's looking like it may suffer the same fate as Softimage. While true, you should learn what you can to broaden your opportunities in the field, only knowing Maya probably won't prevent you from getting anywhere.

You do realize that not all software reads skinned meshes the same, right? For example, a model exported via 3DS max will spit the joints out in every direction when opened in Blender. The problems arise when bringing meshes to other software when they are skinned. If they aren't, that's fine. Also it's not as simple as just exporting a file out to SFM. I thought that was common knowledge.
SFM is an old game engine, it's not a industry standard, just because Valve uses it, doesn't make it industry standard... Go take a cold bath and chill bro. By the way... Valve animates in Maya anyways, then touches up the animation inside of SFM.
But hey, it seems you're an expert on this stuff, so I don't know why you're getting your jimmies all in a bunch, if the guy just releases whatever model they make, it shouldn't be too hard for you to bring into SFM then, right? ;)
