I'm not quite sure what the deal for "programming" would be. Maybe something where the device audits the subject's behavior? DC put out those 75 Year Character collection books a while back, Lex had a really good one that cherry picked some of his best stories. It's a good read that gives you a decent insight into the character.
Basically, as best as I can tell you can write a beleivable Lex if you stick to the following 3 character aspects.
1) The futurist that wants to uplift mankind to it's true potential (with Lex as first amongst equals of course) and that resents the superpowered 1% for keeping the rest complacent with their lot.
2) The 9th level intellect that can no longer empathise with his fellow man. Seeing them only as insects, pets or tools. He can manipulate others, but it's based on information rather than intuition.
3) The part of him that has to Dick Dastardly. Has to push the needed minion too far and not realise it. Overload that generator to kill the Kryptonian. Eat that energy source bigger than his head. Disable everyones superpowers for no good reason other than to prove that he could. The WORST thing you can do with Lex is put him in a corner. The BEST thing you can do is let him think he's winning.
Get those right, and you're laughing. Which unless I'm very much mistaken is what this thread is about.

I can't remember any issue numbers, but did you ever see that one pre-reboot Birds of Prey arc where Lady Blackhawk gets turned into "Queen Shark?"
It was actually kind of an interesting story fetish material aside. Apparently in some Golden Age Blackhawks story Lady Blackhawk gets mind controlled by some pirate villain called The Shark King (a dude with gadgets and a submarine, not to be confused with Secret Six King Shark) and made to be his "bride" Queen Shark and the rest of the Blackhawks have to fight her.
The BoP comic has what appears to be Shark King reappear suddenly, which gets Lady Blackhawk freaked out thinking that somehow he came through a time vortex/was ageless/whatever, leading her to try and chase after him alone.
The twist is that it's Shark King's grandson, who is just some regular guy with a scheme to find his grandfather's old treasure. It's supposed to be that Shark King had some hidden pirate treasure that no one ever found, and the grandson thinks that Lady Blackhawk can recover memories of where his grandad buried his stuff if he can reawaken her Shark Queen personality.
Anyone know of any good stories that involve individuals with spiral eyes hypnotizing a victim. I'd prefer femdom, but I'll take anything I can get for a niche sub-fetish like this
