There are a few reasons. Firstly, SF3 isn't as well known as SF2. Second, most of what does exist isn't that good, or is hideously off-model. And finally, at least 50% of the good stuff was drawn by weebs, which means it's more for /e/.
Case in point, here's a fairly well-drawn piece that decides to turn Elena into a titty monster and dress her like a hooker in a blaxploitation movie.
