I'd say it depends on the artist. I know that a lot of artists take quite a while on commissions. Personally I like to finish commissions as quickly as I can, life allowing.
But overall I think as long as you're not pushy, a week is fine.

I don't post images I commission. That's for me to enjoy and I think every time the artists have posted it on their own pages, sometimes asking first and sometimes not.
Even if I did, why would I strip out the artist's signature? I gain nothing from that and indirectly hurt the person who provided me with a service.
I think they're right in that once they've paid for it, they don't owe the artist anything and they are within their rights to remove the signature. Does that make them a bit of a dick? Yeah, it does. It's a little human decency to provide a source and let the artist build up a portfolio and following.

When you commission an artist you're not buying the rights to the work, you're paying them money to decide what they're going to work on next. They still hold copyright unless that was an explicit part of the negotiation.
I do writing commissions, and I have an extra optional charge if someone wants the copyright to the writing. Most of my clients pay the extra charge, presumably so they can post it wherever without attributing me. I give literally no shits because that's what they paid for.
If I see someone stripping attribution (or signature) from a work that they haven't paid that charge for, I am 100% within my rights to smack them down, first emailing them a warning, then either with a note to the webhost/forum mod or (in the most extreme cases) with a DMCA. Be a dick all you want, but if you're removing my sig without paying for that right, you're stealing my shit.
Note to artists out there: if you do charge extra for this, don't be a pussy about the extra charges. It basically covers the cost of the fact that this is an image you're not going to get any credit for, charge appropriately

It's just a different brush, the binary lines look extremely crisp because they're either full opacity or entirely transparent pixels. The normal lines have an actual gradient from the center of the line outwards that makes it look a little more smooth overall.

That's mostly up to the commissioner's point of view, so I'd suggest you look for styles you like and ask the artists to show an example of how they draw feet, assuming they do foot fetishes
