It's a tag on sites like e-hentai, and is an optional in some h-games.

So any scenario where the woman is constrained/coerced into having sex with multiple random partners is the most accurate version of "Public Use." Both PT, and WT, have Public Use themed content and /stg/ games like Bitch Breaker have planned optional public use content. The idea is these games is that the MC/player can force the target to become a slut, ruin her reputation, and whore her out completely. Which is close to "Public Use" in so much that the MC convinces, if not forces, the target to whore herself out.
A very vocal component of /stg/ HATES this content. They equate it directly with "cuckold" or "neotare" content, in which the target humiliates the MC by having sex with other dudes. The themes of "cuckold" and "neotare" porn are the MC/player getting humiliated, but that distinction is too nuanced for many regulars in this thread.
Basically, any porn game where the target has any sexual relations with anyone besides the MC is branded "cuck" by a vocal component of /stg/. And since public use means other people fucking the target, if you're going to put it in your game, even optionally, you should anticipate these posts.
