You know, looking through the images here I get the feeling you're right, but he does seem to favor the soles/arches of the feet, and the best way to show off the curves of them is to have them at an angle, arched. Since we as a people frequently associate lots of curves with femininity, and his women are usually VERY curvy, I wouldn't doubt this is an effort to make his ladies as womanly as possible.
It is as Steve Huston says, "If I err, let me err in the right direction as far as possible. Rather too long than too short, so I can cut away the excess." To let the story have to much information rather than too little, too much explanation and exposition rather than a skeleton of prose.
If Legoman's art is telling a story, it's a story about how the women are hyper-feminine and sexual, and when they arch their feet, they're really enjoying it.
There's not much sexual about feet flat on the ground, unless you just really like feet, regardless of angle/position/aesthetics.
