It is not. It was very effective on Youpi because he fought like a retard. He reacts to hostile intent only, he can't do it for everything when he is using Shippu Jinrai. Stronger opponents would eat him alive. He can't use it recklessly like against Youpi either because he would lose his energy fast.

Skill Hunter seems to allow him to use any ability he's stolen. All hatsu is routed in people's unique aptitudes and qualities, so he probably counts as having those aptitudes for the purposes of the power.
It is an interesting question though. God Speed isn't really an ability, it's a use of another ability. Killua's power is to turn his aura into electricity, God Speed is using that electricity to bypass his nervous system. It's possible that Chrollo could steal one without stealing the other.

It's main weakness is that he can only use it for a limited period of time before recharging. Someone strong can just use ken to defend against all of his attacks until he runs out of charge. Youpi, for example, was entirely unharmed by Killua's full attack.
I would also speculate that having to dedicate so much aura just to replacing his nervous system and automatically responding to movements means he doesn't have much aura left over to enhance his attacks.
It's the best power we've seen in terms of sheer GOTTA GO FAST, but it's not particularly great for attack.
