Probably a vessel but not for that reason. My guess would be that the appeal would be a secondary effect. QB's race is probably similar to something that'd evolve intelligence on their own and the 'incubator' are more like mass produced avatars capable of processing emotional energy. basically what the other anon said, but I believe the magic is fueled by emotion and while incubators seem to have some form of emotion, its secondary and not as volatile as human emotion so they can't wield the power properly. instead they basically act as a control for human where human emotion goes through their technology and creates magic, but since they themselves don't produce that emotion they can't do it for themselves, otherwise they're just be constantly rewriting universal laws like homura and madoka were able to.
