The tourism bureau with the aid of a few psychologists decided in 1976 that having fictional characters respond positively to the ocean would have a good effect on not just internal tourism, but also attract foreigners into the country. They appealed to the government and in 1978 it was decided that for every appearance of "Umi Da", a mangaka would get the equivalent of ~$50, an anime studio would get ~$1200, a novelist would get ~$20 and live action movies could make ~$2700.
Since then, the "Umi da" has become part of popular culture. The tourism bureau has observed in 1986 that the campaign was much more successful and far-reaching than anybody had hoped. Even after the "Umi Da" benefits ran out in 1988 people would continue adding them into their works of fiction.

He does it to make sure she has a fun, safe first date with a boy, but decades later, in hindsight, it was a forerunner of the whole imouto-incest genre.
