Reina obviously can't eat phantoms when they're still energetic, like a pokemon and a pokeball. Which is why they had to do the dance before capturing the pole phantom.

Reina can't eat it because it could fight it, Mai can't hit it so Haruhiko has to do something. The plushie was a result of Haruhiko's power not working properly, but the dog still worked because it catched it like a frisbee and then it couldn't fight Reina's vortex.
