Short summary:
There weren't just 4 villains as shown in the previous chapter. There are actually 10 and the 4 were waiting to meet up with the rest.
On the third night the two classes are going to have a competition of courage against each other (Kimotameshi. Pretty standard in manga I'm sure most of you have heard of it. I think there's a word for it in English but I can't think of it right now). The ones that failed the end of term test can't join, and must stay behind to take remedial classes with Eraserhead.
Class B is assigned as the ones who will do the scaring first. Class A is divided into two people a group, and each group depart after the other in 3 minute intervals. Due to the fact there are 15 people in Class A one of them has to be alone.
1st Group: Tokoyami (Shadowbird) & Shouji (Tentacool)
2nd Group: Bakugou & Todoroki
3rd Group: Jirou (Earjacks) & Hagakure (Invisitits)
4th Group: Yaoyorozu & Aoyama (Navel Laser)
5th Group: Urarararaka & Toad
6th Group: Ojiro (Tails) & (Mineta) Grapist
7th Group: Iida & Kouda (Sadrock)
8th Group: Deku (Nerd)
When the competition progressed to the 5th Group, a cloud of black smoke (probably Dabi, going by the spoilers) appeared in the forest and knocks Class B out. Kendou uses her yaoi hands to push away the black haired chick shown on Chapter 70 (See image. Not the one with the sex hair. The one with the straight hair, I think.)
Poisonous smoke fills the entire forest, Toga appears behind Uraraka and Toad.
A villain dressed similarly to the Hero Killer appears in front of the remaining 3 groups that were waiting to depart (probably lizard guy). He beats Pixie-Bob.
A mysterious shadow stands behind Kouta in Kouta's secret base.

So the villains waited until the strongest people were sepperated from the whole group.
And a night fight? Time for some Tokoyami Shadow Rampage!

I'd rank the girls like this
1. Momo - in terms of versatility and intelligence she's most likely the strongest. This is assuming we agree with her new confidence her production speed increase, not to mention her foresight.
2. Mina - she seems to have from the beginning been pretty hands on and was considered one of the more mobile and faster characters in her class. Her quirk is also the most potentially lethal. She's just not the brightest.
3. Ochako - I don't think her and mina are very far at all but mina edges out. Ochacko in an interesting way is probably the most bakugou like for the girls, being very hands on and while at the surface not seeming to be the smartest has shown to be pretty combat savvy now coupled with cqc. Her quirk also almost immediately puts her opponent on the defensive and has many applications to gain strategic advantage.
4. Tsuyu - Better suited to evasive maneuvers but also decently strong too. Also showing good intelligence and foresight. In the water shes of course much more formidable but thats a bit niche to put her above the other 3.
5. Jirou - She has such a good quirk we need to see her able to use it in a much more versatile way. She could probably be a verg strong ranged fighter but its clear she could use some more training in her skills.

I don't think we've seen anything that make me believe Urakaka is extremely good at CQC. She only trained under Gunhead for like a week? She took down No.13 but he isn't suited for combat and she only had the opportunity to do that because he instinctively closed his black hole so he wouldn't kill her. Quite frankly, they don't have to. As long as he knows the rules of heroism and works within it's boundaries, it's all cool. I mean look at Endeavour- he's a tremendous cunt, much worse than Bakugo could ever be and is still the number 2 hero, just because he plays by the rules.

From what I could make of it, the chapter begins with the new villains continuing their chat. The scene then shifts to noon the next day, where the kids are still undergoing training. Later, as they prepare their own lunch, Deku talks to Todoroki about Kouta. Later, the Pussycats prepare another training exercise for the kids, splitting up the classes into pairs. Class A's pairs are:
1. Tokoyami and Shouji
2. Bakugou and Todoroki
3. Jirou and Hagakure
4. Momo and Aoyama
5. Ochako and Tsuyu
6. Ojiro and Mineta
7. Iida and Kouda
^Unfortunately, Deku is singled out, so it looks like he stays behind with the teachers. After the training starts, the scene shifts to the Class B kids, who are training in the forest. It looks like they come across a black smoke that starts to knock people out! Deku's group see the smoke billowing out in the distance. We then shift to the Ochako/Tsuyu pair, who are being stalked from behind by the psycho girl villain, Toga! Mineta also encounters an enemy, wondering aloud how villains could appear despite all the security measures in place. Back to Deku's group, it looks like Pixiebob of the Pussycats got taken down by a villain whose appearance is copied after Stain. Upon witnessing the attack, Deku instantly becomes worried about Kouta, and indeed, an ominous shadow looms behind the young lad who's back in his "secret base"....!!!!

All Might isn't particularly preceptive. He failed to notice that Endeavour hates him and that Todoroki hates Endeavour. All All Might took away was that Endeavour had raised a powerful heir. Seeing as Bakugo has many of the same personality problems as Endeavour, seeing heroism as a matter of strength rather than a question of morals, it's understandable that All Might might miss the point.
Eraserhead should do something though. Until he sorts his attitude out Bakugo shouldn't be allowed to compete against the other students at all. Ban him from stuff like the Hero vs Villains simulation and the Sports Festival, and only allow him to take part in the classes about helping people and working with others.

But here's the thing- It is. It is about competing with other heroes. It is about being the best. Career heroism has created a world in which you're directly competeing with your peers for publicity and jobs. When you're the better hero, the stronger and more capable one in a crimefighters case, then you also have more avenues for publicity- and thus you have a better way of becoming the number one, getting money, becoming known and loved. The systems fucked, Stain was right about that, but that's the way it is and it works too.
What is Toga's power? To use her power to its full potential Uraraka needs heavy trees laying around so she can make them weightless and use them as weapons. If Toga's powers can create fallen trees or debris like Bakugou's trying to make her destroy a few trees would be a good strategy.
