Nisio always pulls her back to Araragi though, you'll see at the end of Owari. Even if she absolutely refuses to give him the kitty without a ring on her finger. Likely partially why she got the rejection, she wouldn't take the see - saw he has going on with Hitagi/Shinobu/herself.
It makes me think that theory going around about her being Kyouko from his other novel is true. Her getting amnesia would be Nisio taking her out of the "shadow heroine" position that she was cemented in for so long, being pretty much Araragi's backstage helper and have her in her own adventures, even if it has to be as a blank slate.

When explaining the process of Ougi's creation she said that part of the oddity that her sister created ended up being mixed into Araragi via Suruga's Rainy Devil arm being energy drained by the First and him then being eaten by Shinobu. It's not the only thing that contributed but it's where a couple of the key characteristics come from and it's why Kanbaru was linked to Ougi's creation.

It's more like Ougi has the envy Araragi feels for Hanekawa. He loves her, but he wants to challenge her as well, like how a person's version of respect and reverence is to put the person on a pedestal, admire them, and challenge them. Him thinking he and Hanekawa had something in common at the end of Black has more complicated stuff thrown in.
See how in the commentary for Koi, Ougi says very weird stuff if it was all hatred Araragi felt. She says Hanekawa is cute, strong, alien to other people, a lot of different things.
Araragi has a lot of feelings about her, but some are unfair and overbearing, and it all gets filtered through Ougi in the oddity type of way. What you want to say/do, but not how you want to do it, so you are partially correct in that his admiration is part of it.
