Reinhard's fault is that he spent too much time thinking about conquering the universe and too little time thinking about how to actually fix it once he had done so. I wouldn't be surprised if the empire split into several smaller belligerent states shortly after his death. Despite achieving his ultimate goal, he was unsatisfied as a warrior and it was obvious he desired not just a convincing victory over Yang to repair his ego, but also a hunger for further glory in battle. That was one of the few intelligent decisions we saw the demoncracy do in the whole anime.
What is the point of killing the enemy leader just to have your capital planet bombarded instead? They had no way to know that in a few minutes Yang would completely win anyway, so better to give up than lose millions of people and infrastructure that would take decades to rebuild.
