I don't know for sure, but if I was to take a guess I'd say it's because they want to end the anime at the stagaire arc and before where the source material takes a nosedive in writing quality. By that I mean that this arc plus the next one isn't quite enough material for 2 cours so they're fitting them both into one instead of having to pad out the series with flashbacks/oc.
That's just my guess though. Perhaps they were told that the anime won't be getting a third season (or a 4th cour) so to fit as much of the source material as they could in while they had the chance. Something like that is also possible.
Either way I'm not too disappointed. These two arcs are the last two decent ones in the manga imho and I don't mind the fast pacing too much given that I've seen the extra character development in the source material anyway. Better that it be too rushed than too slow.

Still, it's worth remembering that the top cook of their year is a girl. At one point during the election they even openly acknowledge that it's a grand competition to determine second place. And even Hayama, after he wins, acknowledges that the pecking order for the first years is Erina, then him, then Ryou and Souma, and then the plebs.
Also, it's worth remembering that two of the top 3rd years and the top 2nd year are girls too.
