The main thing that makes the part seem hella long is the complete change of pace that will occur at the start of the third cour, everything builds to an exciting crescendo and then swaps to several long arcs of filler before Kira gets involved again.

The main villains generally do but not always. Most of the Part 4 stands are less powerful than the Part 3 ones, for instance.
The power of a stand isn't actually that important, often its how versatile it is and how dangerous a fighter the stand user is, see Bruno and Jolyne for examples.

He kinda depends on Gyro anon. Guys a cripple, and his involvement in the plot stems from his desire to learn the spin from Gyro so he can walk again. Gyro is his hope, his chance to set his life back to 0. Plus he becomes his best(and only) friend, I teared up at the end of the Sugar Mountain arc when Johnny gives everything up just to get Gyro back.

Well its actually done by Araki with real paints and what not, plus his aesthetic considerations, its purposefully meant to work with the black background.
While I don't expect Araki to do coloring it definitely would've been nicer if the color scans had toned it down a bit, Araki is never that harsh with his coloring

I think it's mainly because the larger eyes, combined with small height, makes for a disgusting baby-ish look. As opposed to just a small kid in the other art styles.
