the entire premise of the show is that witchbitch is getting experience in life as she practices magic enough to truly become independent. with such a vague goal and such an 'amazing' sister she has (who has been seen doing things that're beyond impressive, like what she did to that lake in Nam), we don't really know where that cut-off point will be for her still being an apprentice and her being full-fledged. in addition, things do happen -- Chinchin decides to take up magic, and you can't forget how much Witchbitch keeps learning from her sister, or trying new things out. it's slowly paced, but it's a SoL, which while it's not an excuse, it certainly does place expectations on it which it lives up to. And is being a drunkard supposed to be all depression and moping? she's clearly having fun drinking, she's clearly drinking both on her own time as well as socially yet managing to still do her own activities and living up to the praise she gets (albeit in ironically negative ways like the candy turning Dog into a doggo or the aforementioned Nam magic). Just because she's experiencing alcoholism in a relatively benign manner does not make it tasteless; her enjoying herself is a reminder of what alcohol is meant for, which is having a good time and releasing stress in a social setting. I won't deny that she's an alcoholic, seeing as she drinks from dawn to dusk, which might be tasteless in that it portrays alcohol to be something you can do such with, but maybe there's some magical bullshit explanation to her ability of still having a liver.

The chocolates were a joke, and she herself didn't force them onto Doggo -- Doggo forcefully took them away and ate them despite being warned and told not to. they were both drunk, so it wasn't like either of them could be held responsible for their actions at this point, beyond that Doggo knows how she gets when drunk and should've taken steps to not get as drunk as she did. then again she was tempted to an extent, but again it's neither of their faults since they were inebriated beyond reasonable thought processing by that point.
Witches are supposed to be secretive, plus not everyone is capable of being a witch/magician in the first place. in what way would teleportation better anything when, assuming all things are constant between their world and ours, people are still shitters at large? giving such people teleportation would only make things worse.
