This sort of shot is really stop, but I'm agreeable to it on a general principle. I don't have any examples on had, but when it's a few thin locks over the eyes, with most of it still being uncovered, it's fine. It's meant to simulate how hair isn't just a gigantic block of stuff. But when you've got so much hair covering your face like OP or this >>144156473, having the eye show through it is just too much.
Style matters most, in that show everything looked like it was rough and half drawn so it fit in fine.

From a stylistic perspective, you CAN indeed see eyes through hair in real life (obviously not through thick hair, but it does happen). But in pictures like this, it's so fucking ridiculous that it doesn't even work.

It's okay here; it comes across as transparency from the individual strands, which wouldn't look as good drawn. You can see the visibility taper off as the hair gets thicker.
