Despite all of the class having a good grip on their Quirks (aside from Deku, anyway) not all of them have come up with any specific moves. Which is, it appears, important.
Which seems silly, but there's a logic to it I think. Hero teams won't always be the same group over and over. A group of semi-random heroes might need to team up on the fly, so having a registered set of 'moves' will give the rest of the team (those who read up on the others, anyway) a general idea of what kind of skills to expect and form a strategy around it.
If Deku had to team up with some Class B students, or even students from some other hero school, for example, he wouldn't know much about most of them, so their teamwork would take time to come together. Time that they might not have to spare. If they have some moves registered, however, someone really OCD like Deku would have certainly read up on them, so he could form a plan faster and more effectively.

If there's one thing Hero Academia does better than the other shonen series, it's managing its extended cast. There's obviously a few main characters the majority of the stories revolves around. But it's rare to see a series like this manage to give not only battle significance, but even just basic stuff like this last chapter, to its minor characters, especially a whole class of them. Even, and especially, the ones that don't really fit into any of the traditional character roles, like pervy comedy relief or useful gadget maker or generic harem fodder.
