Except everything is indeed pointing to Windermere being their chosen heir to their legacy. Their cluster is the Protoculture's final stop before going away. A network of ruins in their cluster that allows total mind control over the galaxy that can only be powered by singing from either Windermere or Mikumo and an intact Protoculture ship on their planet. All four planets barely had any casualties, nevermind the fact that the civilians are still able to almost do whatever they were able to do before the occupation. The protoculture ruins just happens to fall into Windermere's hands. It was never in their possession at first to begin with. Signur Valens is excavated by the Roid and not manufactured by Windermereans. I am suspecting that Mikumo is another race or probably a descendant of protoculture whom in her memories is seen her singing at the protoculture ruins.

Just like the zentradi the supervision army has automated factories and cloning plants, so both sides enter into an incredibly destructive attrition war between each other. The point making is that the Protoculture had probably never intended any race to inherit their stuff but they had probably need someone to watch over their stuff to ensure no one can abuse their technology and do something stupid like unleash the Protodevlin again. Since Mikumo seems to have some sort of connection to the Wing-Singers, I am almost certain Windermere isn't the heir but rather given a stewardship of their legacy to best decide who gets what or if their legacy even deserves to exist in the first place.
