Mars is still pushing for independence (In the first season the purpose of the trip was to deregulate mining of half metals to give the Chrys region a bit of autonomy and boost its economy as a sort of first step).
Gjallarhorn presumably is still around as a sort of shared military force but the 4 power blocs are now forming their own independent militaries and you can bet there is going to be some sort of struggle between them.
Kudelia's greasy fat supporter is working with Teiwaz to profit off this arms build up with the sale of Teiwaz's Hyakuren frame to the power blocs.
McGillis has plans to revitalize Gjallarhorn and command it and letting it fall to the wayside in public disgrace isn't in line with that. He's definitely going to do something to build it back up.
There is plenty of seeds of conflict to go around.

If you throw away everything in order for the sake of revenge, fueled by emotion, you're going to accomplish nothing.
As for Gjallerhorn, that is genuinely what happens when you're the only game in town for so long. You're so big that no one can pose a serious threat to you, and you've been around so long that there's little promotion to leadership roles by outsiders. Everything is just nepotism, so you end up with people in charge who are totally disconnected from not just their underlings, but from the reality that other people live in as well.
You don't take threats seriously because obviously nothing can touch you, so when something finally does manage to inflict a wound, your effectiveness drops significantly because everyone's too busy losing their minds over it to actually do something about it.

Try still has potential. None of the characters are explicitly bad. They were just poorly used.
Since they were poorly used however, I feel like the characters haven't been exhausted either.

I already said that they were poorly used. I wasn't a fan of any of that. But I also wouldn't say those are defining characteristics of any of the characters. And thus they can still be used well if the writers just allows it.
