Is new anime better than old anime?
Like, are anime shows better today than they were 20 years ago, for example?

Hasn't changed that much, to be honest. Old anime had their fair share of shit and a few hidden gems among them.

A lot of people forget that the 90's were over run with a shit ton of crappy ova's. Shit like cyber city Edo and apocalypse zero.
I prefer older stuff, but there really isn't much of a difference. There were plenty of terrible shows back then, but because they're old people forgot about them, whereas the new shit shows are still fresh in peoples minds.

The style of the animation and a lot of the technology to create it have changed vastly in 20 years, but I don't think the quality has changed any.
There were some truly crap series 20 years ago, but pretty much no one in the English speaking world has had access to them. We were fed sort of the cream of the crop in the 80s and 90s. As the internet became more readily available so did access to all series, not just high budget, high effort hits. I don't think it's just nostalgia that affects people's view, but the fact that they have a very skewed sample of what was produced.
As for the art, that's purely a matter of taste.

Anime has changed, but only personal, subjective taste will determine whether you think one era is better than another.
I personally think the current run we're in, say from 2006-2016, is the best so far. I find it hard to watch anime made more than 20 years ago with the exception of dragon ball, area 88, and a couple others.
