Super will NEVER look like this for a few reasons.
1. The production is a total mess. They went into making the show without any sort of preproduction and preparation. That's why they redid the last two movies to have some buffer for the original content we see now.
2. The staff behind Super is not the same as 20/30 years ago. Director Daisuke Nishio, who directed the DB and DBZ is not on board. Veteran animators are not on board anymore. A lot of animation is outsourced to new, young and unskilled animators.
3. Yamamuro, a veteran animation superviros and designer, has extremely regressed over the last 20 years. Pic related was done by Yamamuro. His designs are subpar today.
3. The designs Yamamuro adheres to partially are also Toriyama's. Toriyama draws only lanky, muscleless doodle figures. He's not fully into it. He provides few outlines at best and the staff behind Super fills out the rest.
Super and probably any future DB production will never again look like the first three series. Everything is just too different for it all.

The first three series had a distinct look, pastel painting like backgrounds, hard and edgy character designs with great detail in hair and face lines as well as lighting and shading.
