The average /ic/ poster is much better than ONE at muh Loomis anatomy/perspective/etc but would likely not be able to do nearly as good of a job at making an engaging comic that floaws interestingly. His art's more overtly no-fucks-given than other popular authors but honestly, the same basic thing applies to other artists that people on /a/ probably think are technically amazing (though to a less obvious & overt extent). Hirohiko Araki is pretty bad at anatomy for example (and no I don't mean the intentional stylization).

It's not actually "bad" though, at least in the areas that it focuses on. It's bad at the things /ic/ types use to judge art but there are way more technically-measurable things to drawing. Readability, varied and interesting composition, use of negative space, well-rendered motion, all these things require either talent or careful study and observational sense.
Nobuhiro Watsuki has been drawing action manga for fucking eons and he still can't do proper motion. He doesn't know how to balance the solid lines with the smeary ones so everything looks like it's constantly vibrating and is also often very hard to read; meanwhile I never get that feeling from ONE's later art.
OPM is also an unfair comparison because he polishes it a lot less, but OPM does these things better too.

Basically ONE might be a humble guy because he sucks at things the average manga author is good at, but he actually has genuine talent and obsevational skill at things that non-artists generally have trouble pinpointing. I think the art is a significant part of why people enjoy ONE's manga but they can't identify why because by their understanding of art it's "objectively bad" so they say "it must only be the writing only".
It's a far more extreme example of what /a/nons do with Hunter x Hunter.

When you want an image to fit a render target, you either upscale it, downscale it, or don't change it at all.
Upscaling uses an algorithm on the source image to make it fit the larger render target.

The way ONE frames everything, the angles, the silhouettes, the use of contrast, the use of dramatic sketchy shading, a lot of it makes me think he's inspired far more by action anime than by other manga for his action scenes. He seems like the kind of guy who goes frame-by-frame during a well-animated scene and admires the individual drawings.

Reigen is one of the better characters to come out of anime for a long time. he's not a self insert, or a cooker cutter protagonist, his conflicts aren't solved with shounen battles, his message isn't about friendship or living a passive life and despite being filled with vices but comes off as likeable.
it's not very often that jap MCs diverge from the five or so preset personalities they have, Reigen feels more like a character from western fiction if anything.
