It's cliche but A World Without Sadness is the greatest individual episode of an anime produced in nearly 20 years. I used to be like you, OP, in denial over the serious episode being the best because I felt it wasn't representative of the rest of the show, but upon rewatch, nothing in the show even touches it.
Points to Chameleonion and Alternate Universe episodes for being hysterical though.

The fishing episode hands down. It was so fucking great:
-The landscapes were simple and stunning.
-The background soundtrack was so fucking chill and atmospheric
It's my absolute favorite episode of Space Dandy and even now and again I sometimes like to go back and watch it just.
My close second favorite is the planet plant episode- that was an absolute trip, but the fishing episode is way too nostalgic to me.
Something about the fishing episode just reminds me of home.

Don't get me wrong though; the planet plant episode came in a VERY very close second and if the fishing episode didn't so mysteriously emotionally captivate me I'd be saying something similar about the plant episode instead.
The plant episode was visually distinct and 110% visually stunning from start to finish. It was an absolute trip and I loved it.
