While this is true in general, I don't think it applies to Schere. Schere is the "opening kill", she's the one who goes down purely to prove what the stakes are. Her death symbolizes that Night Raid isn't safe and they don't have protagonist armor.
Having her die later on defeats the purpose in my quite modest opinion.

Her death was fine as it was, though I can't help but feel like the entire anime and manga was nothing more than a draft, it's like he didn't even bother to consider rewriting parts and just thought "You know what? Fuck it, we'll go with this. Since I can't be bothered." Everything about the series just feels lazy. However Schere and Bors death were both actually pretty fine in my opinion.

And Tatsumi, Akame had armor from the get go because their deaths were obviously supposed to be endgame stuff.
What happened to Mei (Mine?) has a bigger impact, because she might never recover and even if she does she might never be the same, so the tension is still there (in theory at least, since I don't care about her I don't really know). But the moment you kill a character, that's it, it's done.
For example, instead of killing Leone, kill her Teigu and blind her. She would never be the same character, she would never go back at doing what she loves, it would be a massive phycological blow, her life would completely change but there would still be hope for another life for her.
But instead everything about this series boils down to pure shock value.
