Think about it. If Mikoto kissed Touma everybody would be freaking out. If a sweet fight happined everybody would be freaking out but not to the same extent. Cute girls In the series cause people to freak out but not as much as the action scenes. The story is talked about and causes excitement but not as much as the girls in the series.

Fighting scenes are what we live for so there is no surprise here.
Cute girls are talked about all the time and are even mentioned in the story so it's natural they'd rank here.
