The VR thing isn't even the real twist of the game; it's just an explanation as to how there can be another killing game going on and it's blatantly hinted at throughout the game just so the actual reveal isn't totally out of nowhere.
The real twist is that everyone is the remnants of despair and Hinata being Izuru.
