Maotelus is a fairly recent pick as the prime deity and he's not their boss per say, he's just the strongest. Seraphs who become simple lords of the lands aren't particularly special, but Maotelus is an ungodly monster in that regard. He uses the entire continent as his vessel and can contract an army of shepherds if he feels like it. While Lailah can only handle one and Sorey was already quite talented. Heldalf was a general in wartime who sided with his loyalty. He could stand his ground when Hyland invaded and outnumbered them, and then maybe escape only to explain to those soldiers' families that he sacrificed his men, who he trained with for years and who respected/feared him, to save a podunk unallied settlement in the middle of nowhere containing nobody of importance(nobody knew Michael was the Shepherd). Or Heldalf could leave the area with his regiment intact and continue his duty to his country. There's no winner in that scenario but his actions make sense and even the game outright says Heldalf didn't deserve what Michael did to him.
