Well not to me. Some of the best villains I've read about where shit tier according to this, and I feel the whole "Villain is a good guy with different methods" thing is grossly overrated. Not just because it's overused as fuck by now but because it often deters from the overall writing of the story rather than add to it. Which is not to say there aren't good villains like that, but just differentiating the good ones from the bad ones by that is fucking dumb.

-Mikaros: High Tier / Elder God Tier (it´s for the sake of creating the new word, but I´m not sure at 100% abobut this one)
-Rafaed: Great or High Tier for sure, but for now we can´t know
-Human nobles: Shit Tier
-Humanity as a whole: Mid Tier (They were born in the weakest race and are pretty much a easy prey for monster, also the nobles are assholes to the poor and were given incorrect info about the demons)

The quality of a villain is determined by his author and the writing itself, not his motive.
Hannibal, Joker and Kira( jojo) are not worse villains than say Madara from Naruto or the Bount Vampire from Bleach.
Slapping a sad backstory on a character with a flashback right before he dies doesn't change your villain from shit to good.
