Well Kira doesn't kill people for shits and giggles. In fact, he's an actual realistic depiction of a serial killer. He's down to earth, keeps a low profile, yet he has that tiny bit that unhinges him. His nail clipping obsession, keeping himself just average all around and of course his particular taste in hands, rather than just killing people because "HUR DUR IM CRAAAZY" Not to mention, despite being unequivocally nutty, he can keep his composure, slip into normalcy like a glove, and even something like taking over another man's life doesn't cause him to stumble. I think thats what sets Kira off as so enjoyable, his quirks of being normal, despite being a complete psychopath, especially in comparison with psychos in most media, and villains in Jojo in general, they always stand out, always act up, are the center of the attention, where as for Kira, Kira just wants a quiet life.

There's also the fact that before getting BtD, he's not as ludicrously powerful as the other villains. Pre-BtD, he's not much better than your average stand user. It almost makes you feel bad for the guy. Even if he's crazy, he kills less out of pleasure and more out of a psychotic dependency on the hands. Yes, it's 7 chapters long. Given how much they have left to do though they could put the first chapter of Quiet Life in the end of the second episode. It can cut to the next day with Shigechi and Josuke and Okuyasu being on good terms and show Kira going about his day until Shigechi gets the wrong bag and Kira flies into an autistic fit. It'd be an awesome cliffhanger to show that shit is starting to go down and it helps pad out the second Shigechi episode while keeping the Quiet Life episode from being too rushed.

The great thing about Kira is that he's not the classic villain with a plan to kill the heroes, he's a villain that has to escape and hide from the heroes.
The way some scenes were written by Araki to make us feel suspense for Kira and not the heroes is incredible, the tension he could create on paper was unparalalled in shonen manga.
