Osaka is suppose to actually be pretty smart. She's just slow. And there's a difference between being slow and the inability to process thought.
There are plenty of people who have a high IQ, but can't take tests or answer questions quickly.
Osaka might be slow as hell but she is smart, just not in the convenctional sense. She has an active imagination and high creativity. And despite being slow she seems to always be inmersed in her own thoughts, leading to very -seemingly random but- well thought out questions to tjings that others would not have been able to bring up, or take for granted.
